Mozambique: Mobile phone operators claim huge losses due to fraud

The state-owned company Revimo (Mozambique Road Network) recorded, over the last year, a net profit of 54.7 million meticais (856,000 US dollars at the current exchange rate), which is a reduction of 65 per cent when compared to the net profits achieved in 2023.
According to the company’s 2024 Annual Report and Accounts, these figures were influenced by the post-election demonstrations and rioting that began in October and continued through to March 2025.
The company says that the figures were also influenced by extreme weather events that occurred in the first quarter of this year.
“These actions resulted in accumulated losses of revenue by the end of the year, estimated at 211 million Meticais. The situation forced the company to interrupt collection of tolls in 13 of the 16 tollgates under its management, due to the lack of conditions for collection (security and infrastructure)”, reads the document.
According to the Revimo note, the situation also affected 418 direct employees and 1,004 indirect employees of subcontractors, “the majority of whom were young people.”
“There was also increased financial strain resulting from increased infrastructure maintenance and upkeep costs, particularly the start of the specialized maintenance project for the Maputo-Katembe Bridge (the suspension bridge across the Bay of Maputo)”, the note says.

However, the company’s balance sheet also claims that its total assets grew from 11.9 billion to 12.2 billion meticais, which is a growth of over 2.5 per cent.
“Equity increased from 1.195 billion to 1.199 billion meticais, representing a growth of 0.33 per cent. As for liabilities, from 2024 to 2025 these grew from 2.6 billion meticais to 3.2 billion meticais, corresponding to 24.7 per cent”, reads the note.
According to the company, the main challenges for 2025 include resuming collection operations at suspended tollgates, which will require investments to repair vandalized infrastructure, improving service levels by boosting road maintenance and upkeep, and strengthening communication with users and communities through social responsibility initiatives.
Currently, REVIMO manages the following roads: N6 (Beira-Zimbabwe), 287 km long; the Maputo Ring Road, 71.4 km long, including the 12 km extension of the Marracuene-Macaneta road; the Maputo-KaTembe Bridge and connecting roads covering a total of 187 km.
From 2021 to 2025, the company also managed three key roads in Gaza province – from Macia to Bilene, from Macia to Chókwè, and from Chókwè to Macarretane. However, last week the government announced that REVIMO would no longer manage these three roads due to low volumes of traffic and significant revenue losses.
