Mozambique: Counterfeit money circulation worries business owners in Nampula

Mozambique’s Confederation of Business Associations (CTA) on Friday held a working meeting with the National Coordinator of the Executive Committee for Policies to Prevent and Combat Money Laundering and Terrorist Financing, Luís Cezerilo. At the meeting, CTA reaffirmed his willingness to continue to cooperate with the national authorities and the international mission.
During the meeting, CTA President Álvaro Massingue reaffirmed the institutional commitment to promoting a transparent, ethical and resilient business environment, contributing to strengthening the confidence of investors and the international community.
Massingue shared some of the main initiatives developed by the CTA, in close collaboration with the government and strategic partners, in particular the Financial Intelligence Office of Mozambique (GIFI), under the supervision of the Ministry of Economy and Finance, and the central bank, the Bank of Mozambique.
Among the main initiatives, it is important to mention that the CTA led the multi-sectoral working group of the private sector in the framework of the implementation of the action plan to strengthen the National System for the Prevention and Combating of Money Laundering and Financing of Terrorism (ML/FT), including the broad dissemination of the Law for the Prevention and Combating of ML/FT and the new Foreign Exchange Law, fundamental instruments for the transparency and integrity of the national financial system; the holding of awareness-raising seminars in Maputo, Beira and Chimoio, with the support of the World Bank, aimed at sectors considered to be at greater risk, such as used car sales parks, fuel stations and the real estate sector; and the promotion of adjustments to the Commercial Code, which strengthened transparency and accountability mechanisms in public limited companies, contributing to a safer and more attractive environment for private investment.
Compliance with FATF recommendations
According to Luís Cezerilo, Mozambique has complied with the FATF recommendations and is awaiting the final protocol procedures to leave the Grey List.
In total, there were 26 actions that Mozambique had to comply with and, according to the final report, all were successfully completed, which improved the country’s reputation. For Luís Cezerilo, the meeting of the Financial Action Task Force (FATF) High-Level Committee, to be held on 11 and 12 September 2025, in Maputo, with the participation of representatives from all countries on the grey list, will be an opportunity to demonstrate this ongoing commitment and the progress achieved in a structured, comprehensive and sustained manner.
“In this face-to-face meeting, each country will defend its progress. The choice of Mozambique to host this FATF High-Level meeting demonstrates that there is recognition that the country has done its job well,” Cezerilo said.
