Contrary to the trend of the last seven years in which the defence sector budget has seen an exponential increase, partly motivated by the fight against terrorism in Cabo Delgado, the first Economic and Social Plan and State Budget (PESOE) of the Daniel Chapo era drastically reduces the share allocated to the military sector.
According to PESOE 2025, approved last week by the government and now to be debated in the Assembly of the Republic, the budget allocated to the FADM (Mozambican Armed Defence Forces) is expected to be reduced from 31,740.0 million meticais in 2024 to 20,673.5 million meticais in 2025.
The amount allocated to the FADM this year is the lowest since 2019, the third year of the terrorist attacks in Cabo Delgado. In that year, the FADM spent 12,629.7 million meticais, but from 2020 to 2024, the amount soared, exceeding 20 billion meticais.
In 2020, for example, the FADM spent 21,164.3 million meticais, while in 2021 they consumed 21,813.3 million meticais. In 2022, FADM expenditure was set at 26,628.3 million meticais and, in 2023, it was 25,812.8 million meticais. In the last year of Filipe Jacinto Nyusi’s government, FADM spent 31,740.0 million meticais.
A similar situation is expected to occur in the Public Security and Order sector, whose share of the budget pie is expected to fall from 53,747.7 million meticais in 2024 to 47,758.2 million meticais in 2025. In 2023, the security and public order sector consumed 54,414.8 million meticais, the highest expenditure ever by the police and secret services.
In addition to the military sector, the government will also reduce the budget for the education sector (from 82,264.2 million meticais in 2024 to 72,935.5 million meticais in 2025); health (from 48,722.3 million meticais to 39,517.4 million meticais); environmental protection (from 4,869.7 million meticais to 3,613.4 million meticais); and economic affairs (from 86,516.4 million meticais to 46,769.3 million meticais).
On the contrary, general public services; housing and collective development; and social security and social action will see a budget increase.
General public services will increase from 182,715.2 million meticais in 2024 to 243,947.1 million meticais in 2025; the housing and collective development sector will increase from 10,751.4 million meticais to 15,541.0 million meticais; and security and social action will increase from 3,745.0 million meticais to 19,355.9 million meticais.
