Mozambique: Tensions are lowering - president

The National Committee of Mozambique’s Association of Veterans of the National Liberation Struggle (ACLLN) on Saturday proclaimed the head of state, Daniel Chapo, as its new President, replacing former president Filipe Nyusi.
The ACLLN is affiliated to the ruling Frelimo Party, and its president has always been the current President of the Republic.
The post of President of the ACLLN is largely symbolic. More significant for the running of the organisation is the post of General Secretary, left vacant by the death of Fernando Faustino last November.
There were three candidates for the position – the interim general secretary, Agata Tadeu, the former governor of Maputo province, Raimundo Diomba, and Carlos Siliya, who is a former Minister for Veterans’ Affairs.
In his opening speech to the National Council, Chapo stressed that the new General Secretary must be able to ensure that the ACLLN will follow the guidance laid down by Frelimo.
The General Secretary “must defend the values and principles of our party, ensuring that the ACLLN is an inexhaustible source of consolidation of our unity, independence and national sovereignty, as well as of our territorial integrity and our sustainable development”.
“We want a General Secretary who is able to capitalise on the experience of our veterans to strengthen the ACLLN and our party, at a time when there are strong internal and external pressures seeking to remove from power the former liberation movements”, said Chapo. This is the second time he has suggested that there is an international conspiracy to remove Frelimo and other former southern African liberation movements from government.
He stressed that “the ideas and initiatives of the veterans and their descendants, who are continuing the legacy of heroism and love for the motherland, must be valued”.
Chapo called for “greater openness, frankness and a constructive spirit” in the election of the new General Secretary, “so that this is not just another election, but a moment for exalting the highest values that guide our party and the ACLLN, so that we can better face the challenges that lie ahead, such as the economic independence of our country”.
Carlos Siliya won the election with 103 votes to 67 for Raimundo Diomba. Tadeu withdrew from the race, and announced his support for Diomba.
