Insurance company Emose warns that losses from protests in Mozambique are not covered

The Confederation of Economic Associations of Mozambique (CTA) has proposed the immediate review of Decree 79/2022 of 30 December, which approves the Regulation for the Contracting of Public Works, Supply of Goods and Provision of Services to the State.
The CTA proposal aims to achieve the objectives – transparency, simplification of the public contracting process and reduction of bureaucracy – that guided the advancement of the project to create the GEPRES Public Resources Management for Service Provision, an electronic system for public contracting (e-GP).
The CTA also recommends the mandatory adoption of the Single Portal as the official platform for all procedures, and continuous monitoring mechanisms, with feedback from the private sector to correct flaws.
Speaking at the GEPRES/e-GP launch in Maputo on Wednesday, CTA president Agostinho Vuma highlighted some challenges that could compromise the implementation of the system.

Vuma cited resistance to change on the part of public servants and of suppliers, which is often related to a lack of familiarity with digital platforms and corruption.
He also called for transparency and accessibility of information as many SMEs face difficulties in identifying business opportunities due to the failure to publish public tender notices.
Simplification of procedures and reduction of bureaucracy are also key aspects, according to Vuma, who said that there is often a lack of standardization between UGEA, DAF and the Administrative Tribunal, generating redundant criteria which burden suppliers.
Another important issue is of a more technical nature. To maintain and improve the GEPRES/e-GP, investment will be needed to strengthen infrastructure in order to avoid system failures.
