A seminar on ‘Mapping and Alignment of Digital Transformation Initiatives Underway in Mozambique’ began in Macaneta, Marracuene district, on Thursday, a key event in the consolidation of efforts to define the country’s priorities in the digital era.
Organized by the Ministry of Communications and Digital Transformation (MCTD), the meeting, which runs until Saturday, March 29, brings together representatives from the government, the private sector and international partners within the scope of the ‘Italian Digital Flagship for Africa – Mozambique’ initiative, funded by the Italian government and implemented by the United Nations Development Program (UNDP).
In the opening session, the director of Planning, Statistics and Cooperation of the MCTD, Alberto Armindo Maria Tonela, highlighted the importance of the event and the need for coordination between the different actors in the digital sector.
“We are at a crucial moment in defining a structured and effective path for the digital transformation of our country. The objective of this seminar is to map all the initiatives underway and establish priorities that guarantee a real and sustainable impact on the digitalization of Mozambique,” Tonela said.
The official stressed that Mozambique already has several initiatives underway, but that it was essential to organize them strategically to avoid overlaps and optimize resources.
“We have evidence and indications that there are several digital transformation initiatives underway in the country, some hosted by public institutions and others promoted by the private sector and international partners. We need to have a clear framework of these initiatives, so that investments are well targeted and avoid redundancies,” Tonela explained.
In addition, Tonela highlighted the need to strengthen digital infrastructure, ensuring that access to connectivity is more equitable and comprehensive.
“It is imperative to strengthen our digital infrastructure and expand connectivity, especially in rural and hard-to-reach areas. Digital must be a vehicle for social and economic inclusion, allowing all Mozambicans to have access to efficient, safe and affordable digital services,” he stressed.
The MCTD representative also emphasised that need for digital transformation to be aligned with the country’s development objectives.
“This transformation cannot be seen as an isolated process. It must be integrated into our development priorities and respond to current challenges, such as the need for more agile government services, the digitalization of the agricultural sector and technological solutions for education and health,” said Tonela.
In conclusion, he stressed the relevance of this moment for the country’s future. “The success of this project depends on our commitment and our ability to collaborate. The Government is committed to transforming Mozambique’s digital vision into reality, and this seminar is a decisive step in preparing the country for the challenges of the global digital economy.”
In turn, Eugenio Rotaru, from the Italian embassy, emphasized the importance of strategic alignment to maximize the impacts of digitalization.
“We are gathered here to first obtain a comprehensive overview of the initiatives underway in the public digital ecosystem and then define priorities that can complement or drive new actions. The Italian Digital Flagship for Africa. initiative is based on three essential pillars: building climate-neutral and cyber-resilient digital foundations, developing accessible public digital infrastructures, and accelerating digitalization in vital sectors such as agriculture, health and education,” said Rotaru.
The Principal Technical Advisor for the Decentralization Program at UNDP, Cristino Pedraza, highlighted the fundamental role of the Digitalization Working Group (DigWG)) in this process.
“The MCTD created this group precisely to support the definition of the government’s priorities and ensure that the most relevant digital initiatives are incorporated into the national strategy. In this seminar, we will identify and prioritize these priorities, ensuring that efforts are aligned and enhance the impact of digital transformation in Mozambique,” Pedraza pointed out.
Pedraza added that the meeting will provide greater knowledge of the initiatives already underway, ensuring that new actions are complementary. “We know that there are several digital initiatives being implemented by public and private institutions and cooperation partners. This seminar will enable a more detailed mapping of these actions and the definition of strategic priorities, in order to ensure that the project has a real impact and is aligned with national needs.”
Over the three days of the event, participants will focus on defining the main areas of digital investment and development. The aim is to produce a consolidated document with the country’s priorities by August, which will be submitted to the Italian government in September, securing the necessary funding for implementation.
