The National Elections Commission (CNE) must by tomorrow deliver to the Constitutional Council the minutes and notices [actas and editais] produced during the partial count, carried out at the polling stations in the ballot on October 9th, as well as the intermediate count carried out by the District and City Elections Commissions (CDE).
The minutes and notices refer to the city of Maputo (a province in its own right), Maputo province, Gaza province, Inhambane province, Tete province, Zambézia province and Nampula province.
The provinces of Nampula and Zambézia are the largest electoral constituencies in the country, electing 48 and 42 seats for parliament, respectively. Next in line is Tete province which elects 23 members of parliament, Maputo city and Maputo province, put together, also elect 23 members of parliament.
These documents were requested by the Constitutional Council on 30 October, giving the CNE a period of eight days, counting from the publication of the respective order, to comply.
This requirement comes at a time when the Constitutional Council continues to work on various files relating to appeals of electoral offences and disputes submitted to that sovereign body by various political parties competing in the last general elections.
Thus, in order number 50/CC/2024, the president of the Constitutional Council, Lúcia Ribeiro, argues that, by requesting these minutes and notices, she intends to better frame and substantiate her decision during the process of validating and proclaiming the results of the general elections (presidential and legislative) and the provincial assemblies of 9 October.
However, when contacted by ‘Notícias’ for comment, the CNE spokesperson, Paulo Cuinica, declined to provide any information, referring requests for explanations about the subsequent stages of this process to the Constitutional Council.
In light of the electoral calendar currently in force, the final judgment of appeals by the Constitutional Council must be completed by tomorrow, 6 November. In the same circumstances, this body, which is the last instance of appeal, will immediately communicate the decisions taken to all candidates with an interest in the matter.
The election results announced by the CNE on the 24th of last month gave victory to Frelimo and its candidate, Daniel Chapo, followed by Podemos and Venâncio Mondlane. In third and last place were respectively Ossufo Momade (Renamo) and Lutero Simango (MDM).
