The National Electoral Commission (CNE), the state body responsible for supervising the census and electoral acts in Mozambique, still does not have the funds to transfer to the 37 political parties that are expected to participate in the seventh presidential and legislative and the fourth provincial elections, scheduled for October 9.
The funds would enable the political parties to purchase materials for the electoral campaign scheduled to launch on the 24th of this month. The CNE must in theory channel the funds to the political parties 21 days before the start of the electoral campaign.
The CNE expects to make more than 240 million meticais (around US$3.76 million) available to the political parties, including the four candidates for the presidency.
Without disclosing the amount, CNE spokesperson Paulo Cuinica, speaking on Tuesday (06-08) in Maputo on the sidelines of the draw for the positions on the ballot paper and for airtime, said that there was a shortfall in the budget for the electoral process, but gave assurances that the CNE was working to resolve the problem.
“What we are responsible for is what we are doing. We are working and we believe that the Ministry of Economy and Finance is also working to find the money so that it can cover the entire electoral process,” Cuinica said, adding that the process would continue regardless of the shortfall.
According to Cuinica, the amount of money channelled to the parties is forecast to increase, based on the cost of living recorded in the national and international markets, where goods and services are purchased to support the logistics of the parties during the 45 days of campaigning.
