Mozambique Elections: Attorney General dismisses request to annul election results

The Office of Assistance to Former Presidents of the Republic and Assistance to Superior State Directors (GADE) will operate under the prime minister’s supervision, according to a decree seen today by Lusa.
“In exercising supervision, the Prime Minister is assisted by the minister who oversees the area of State Administration for administrative matters and by the Minister who oversees the area of Finance for financial matters,” the government decree dated June 18 reads.
The previous decree in force regulating this matter saw eight of its nine articles revoked, and the prime minister appointed sole director and the deputy director of GADE.
The new text states that the administrative supervision to now be exercised by the prime minister includes authorising the maintenance of reference salary and processes for requesting reinstatement benefits, as well as ruling on processes for establishing the rights of superior directors of the state.
On the financial front, the supervisor approves GADE’s budget and this entity’s investment plans and controls financial performance, especially regarding compliance with established purposes and objectives.
The supervisor also approves the use of resources made available to GADE and the sale of assets.
GADE “is a public institution with legal personality and administrative autonomy”, the decree states, its operating costs to be set out in the State Budget.
The decree says that it is the responsibility of that body to assist the former Presidents of the Republic in the exercise of their respective duties and in the enjoyment of their statutory rights, and to provide administrative assistance to outgoing senior leaders of the state in the enjoyment of their respective statutory duties and rights.
It must also ensure coordination with the heads of decentralised state bodies in the context of fulfilling their rights and with the office of the leader of the second party with a parliamentary seat.
GADE now has a technical council, which is a consultation and coordination body, with powers to propose the activity plan, analyse and monitor planned and carried out activities, as well as analyse and issue opinions on fundamental issues of the institution’s activities.
It also evaluates and proposes the report on the balance of activities for the previous year.
