The Attorney General’s Office (PGR) has filed a lawsuit against the Municipal Council of the City of Maputo (CMCM) demanding the closure of the Hulene landfill.
According to the PGR, for several years, the CMCM has ignored its orders to close that waste dump, whose collapse in 2018 killed 17 people.
The PGR believes that the landfill, which is over 30 years old, must be closed for the public health, quality of life, and environment, which are fundamental rights of citizens.
“The municipal landfill already poses a serious risk, and at any moment, we could witness again the situation that occurred in 2018,” said a PGR official quoted by STV.
In the view of the Public Prosecutor’s Office, the CMCM disregarded the closure of the Hulene landfill following the February 2018 tragedy.
“The defendant ordered the execution of works aimed at ensuring the continuous operation and deposition of urban solid waste, aimed at the safe closure of the Hulene landfill,” says a document quoted by the television channel. The municipality did work to prevent a new collapse of the Hulene landfill, “instead of proceeding with its closure.”
The PGR warns that the landfill constitutes a disaster risk as long as deposits continue to be made and that the problem is predictable and unpredictable for any human being.
“The measures taken are not sufficient and preventive enough to avoid new environmental and material damages associated with the damages that caused the Hulene tragedy in 2018,” reads the document.
