The revision by the Assembly of the Republic of Law nº 5/93 will make living in Mozambique easier for foreign citizens. In addition to the temporary residence authorization of one year, foreign citizens will henceforth be able to apply for permanent residence permits (DIREs) valid for five years.
The new law establishing the Legal Regime for Foreign Citizens, approved in general terms by parliament and expected to be approved in detail this week, envisages two modalities for the residence in Mozambique of foreign citizens: temporary residence and permanent residence.
@Verdade has learned that the residence permit in Mozambique which was “valid for one year, renewable for equal periods” was transformed into a temporary residence permit which will be “valid for one year, renewable for equal periods, as long as the reasons for its concession persist”.
In addition, a temporary residence permit which “is extended for more than 10 consecutive years, entitles its holder to a permanent residence permit, provided that the reasons which dictated the first granting are maintained”.
The government has also created a permanent residence permit which “is valid for five years, renewable for equal periods”, but which is subject to review “whenever there is a change in the identification elements”.
The new law however expands the reasons for the termination of a temporary or permanent residence permit, in addition to those already in force.
These include such eventualities as “whenever facts that would have prevented its granting if they were known by the competent authorities” come to light, and if the foreigner with a residence permit issues a “term of responsibility in favour of a certain foreign citizen without being in a position to bear the expenses of his/her stay and repatriation, if necessary”.
