Bernardino Rafael, commander-general of the Police of the Republic of Mozambique (PRM), is about to launch two literary works: ‘O Comando das Urnas’ and ‘Liderança’ [‘The Command of the Ballot Boxes’ and ‘Leadership’]
The book launch will take place in the Maxaquene pavilion, Maputo city, at 4:00 p.m. on Monday, May 16.
After publishing his debut book, “The Marks of a Crime that Never Erase from Memories” in 2018, Rafael once again narrates aspects of day-to-day police work on various fronts of the fight against crime.
In its 180 pages, ‘O Comando das Urnas’ deals with the activities of the PRM during the 2018 Municipal Elections and the 2019 General Elections (Presidential, Assembly of the Republic and Governors). The book details the steps, good and bad, taken by the Police, drawing lessons and finding the positive aspects of these two electoral processes.
In ‘The Command of the Ballot Boxes’, Rafael writes about the paths to be followed in the next elections, a field in which the police are gaining ever more experience and maturity and becoming an increasingly active and indispensable element of the electoral process.
As for ‘Leadership’, with 230 pages, Bernadino Rafael reveals that he decided to write it as a way to share, once again, his convictions around matters directly linked to his activity as an agent and as a citizen. In this book, Rafael presents ideas shared in the PRM Councils, parades, in courses for police trainees, as well as thoughts disseminated in various forums and in the police sphere, though the content is applicable to any other sector of activity.
Bernardino Rafael, who since 2017 has served as Commander-General of the Police, joined the corporation in 1978, and has held various command and leadership positions. He holds a degree in Legal Sciences and Criminal Investigation and a Master’s degree in Public-Forensic Legal Sciences from the Instituto Superior de Ciências e Tecnologias Alberto Chipande.
In 2021 Bernardino Rafael was awarded the Diploma and Medal of Military Order in recognition of his commitment to combating terrorism in Cabo Delgado.
