2021 State Budget report sees Defence and Security surpassing Health – Carta

The 2021 State Budget report shows that spending on Defence, Security and Public Order surpassing expenditure on Health in 2021.

Last year, the government spent 356.6 billion meticais, of which the Defence, Security and Public Order sector absorbed 60.7 billion meticais, against 39 billion meticais allocated to the Health sector.

The reasons are obvious. The amounts spent were intended to respond to terrorism in the north and attacks in the centre of the country, requiring the mobilization of thousands of soldiers from the country, region and from outside the continent (such as Russian private military contractors).

In terms of weight, the report reveals that expenditure on Security and Public Order absorbed 17% of the total State Budget, 100% of what was anticipated, as against 9% for the Health sector, realisation of which stood at only 82%.

Higher than Defence and Security, expenditure on “General Public Services” stands out, with 95 billion meticais absorbed, an estimated 26% of the State Budget, with a realisation of 97%. Also surpassing that sector is the heading “Economic Affairs”, which received 76 billion meticais in 2021, corresponding to 21% of the total budget. Of this amount, 99% was spent.

The budget allocated to the Education sector is also highlighted. For this sector, the government allocated 72.5 billion meticais in 2021, but only applied 67 billion meticais, corresponding to a realisation of 92.5% and representing a weight of 18.8% of the total 2021 State Budget.

The amounts channelled to the remaining sectors, namely Recreation, Culture and Religion, Housing and Collective Development, Environmental Protection and Social Security and Action, stood at weights ranging from 0.5% to 4%, with realisations varying from 80% to 100%.
