Mozambique asks for leave to appeal Chang extradition

Mozambique asks for leave to appeal against extradition of former minister Manuel Chang to the United States.
The Mozambique government is applying directly to the Constitutional Court.
Chang is accused of being a key player in a $2-billion (R28,2-billion) loan corruption scandal.
He denies wrongdoing.
