Mozambique: Minister presides launching of 6th Licensing Round tomorrow – INP

The Sixth Competitive Bidding Round for the Concession of Hydrocarbon Exploration and Production Areas will be launched on Thursday, November 25. For this purpose, 16 new blocks, distributed over four distinct areas ( all offshore), have been defined, five of which are located in the Rovuma Basin, seven in Angoche, two in the Zambezi Delta and two in the Save, totalling more than 92,000 km².

This licensing round, which will last approximately 10 months from the date of launch to the release of the results in October, 2022, takes place approximately three months after the approval of the new Concession Strategy for Areas for Research and Production of Hydrocarbons, which lays the foundations to guarantee the continuous and systematic exploration of hydrocarbons in the Mozambique and Rovuma basins and to promote national and foreign investment, in addition to reducing the time taken to carry out public tenders for the concession of areas to two years, contrary to the three years provided for in the previous legislation.

“With this licensing round, we intend to assess the oil potential of our country, and the discovered resources will be made available to society, to boost Mozambique’s socio-economic development,” said Carlos Zacarias, Chairman of the Board of Directors of the INP.

Another factor mentioned by Zacarias is that, given the fact that the global energy sector faces several challenges such as the energy transition and the need to use renewable and clean energies such as natural gas, Mozambique’s energy potential may contribute to new approaches for the development of the energy sector in the long term.

The launch ceremony of the 6th licensing round will be chaired by the Minister of Mineral Resources and Energy, Ernesto Max Tonela, and will have as a backdrop the dissemination of the evaluation criteria and other relevant information for the pre-qualification of competitors and consequent adjudication of the 16 areas mentioned above.
