A smell of burning and tear gas as darkness falls over Maputo

The mayor of the city of Nampula, Paulo Vahanle, on Friday afternoon (10-09) ordered the clamping of a car belonging to the Councillor for Institutional Development and Cooperation, for a violation of municipal regulations.
Ikweli has learned that Chehate Aliasse Essimela, the councillor in question, decided to have his car washed on Avenida Francisco Manyanga, a few metres from municipality headquarters. But the practice is prohibited by the city council which employs him.
It so happened that, while leaving work, the mayor saw the car being washed by young people who engage in this illegal activity, and ordered his escort to stop. Vahanle then learned that the vehicle belonged to the second most important man in the municipal executive.
Regardless, Paulo Vahanle ordered the municipal and inspection police to place the infamous “chamussa” on [clamp] the vehicle’s wheels, immobilising it and serving as an example and a guarantee that no-one is exempt from the strictures of the municipality.
To get his car back, Councillor Chehate Aliasse Essimela will have to pay Nampula City Council the relevant fine.
