Mozambique aims to cut illiteracy rate to 23% by 2029

Ten new, recently appointed district administrators took office in Nampula province this Monday afternoon (31-05).
Of those newly sworn in, which number includes two women, the highlight goes to the jurist and former president of the Provincial Assembly, Morchido Daudo Momade, who will command the destinies of the district of Malema, a region which he dominates, taking into account that part of his professional career played out there.
Alide Bernardo, who previously served as Provincial Director of Justice, Constitutional and Religious Affairs, was entrusted with the coastal district of Angoche.
The only two women who took office, Ruquia Momade Saíde and Cedinha Crisanto Estevão Mpila, will command the districts of Liupo and Muecate respectively.
In turn, Sheikh Juma Cateria Assane, the head of the Islamic Council of Mozambique (CISLAMO) in Nampula province, was sworn in as administrator of the district of Memba, an area with strong Islamic influence and considered a strategic point for combating the recruitment of young people to the insurgency in Cabo Delgado.

On the same occasion, at the ceremony led by the Secretary of State for Nampula province Mety Gondola, Válter Monteiro Bonifácio took office as Administrator of the Larde district, Orlando Pedro Maievano of the Mecubúri district, Abacar Chande of the district of Moma, Manuel Salimo Amisse Manussa of the district of Eráti, and Rafael Mário Tarcísio of the district of Nampula.
Also within the framework of the restructuring of district governments, administrators Alfredo Matata (who was the previous Administrator of the district of Nampula) is to be transferred to the district of Lalaua; Emanuel Impissa (who ran Ribáuè) will move to the district of Mogovolas; and Araújo Chale Momade (who commanded Eráti ) goes to the district of Monapo.
The vacancy of Ribáuè will be filled by Iasalde das Neves Ussene, who is transferred from the province of Niassa, and in Nacarôa, Mrs. Rosa Mário Jerónimo will be “Number One”.
Mety Gondola appealed to the incumbents to be guided by the government’s five-year programme, as an expression of the government’s commitment to the people.
“We hope that your appointment for the position will represent an asset to the State and to the populations of our districts where each will work, and that they have the opportunity to improve the spirit of teamwork in order to involve all to meet the needs that still persist in the districts,” Gondola said.
“The challenges are enormous,” The Secretary o State for the Province acknowledged, “so answers must be found to these challenges. The fellow [district] administrators who finish their journey while directing the destiny of the districts have made a great effort, they have obtained result. We want you to make the effort to protect these achievements. Let no discontinuities be opened. Let no deformation be made of the best that was done and let it not mean a sudden change of work methodology, change of approach without justification.”
“it is necessary to be aware that you are going to give continuity, which consists in working with the work teams that already exist there, continuing exploration of the potential of existing employees. The best thing we did was with these employees, which is why we will be counting on them. We have seen [in other cases] the appointment of a leader who comes from good experiences in another institution and who, with him, intends to charge all the employees who have done the best in that institution he were in so that they can come and contribute to the institution where they are now responsible. No. The recommendation must remain that you will work with the human resources framework existing in the district. In extreme and well-justified situations,, we will seek reinforcement, but the priority must be given to exploring the existing capacity”.
Those incumbents interviewed by Ikweli said they were ready to assume the responsibilities conferred on them, and to lead the destinies of the population of the districts they will represent.
“Really, the challenges are enormous within the district, with emphasis on enticing young people to swell the ranks of insurgents in the neighbouring province of Cabo Delgado. However, we, as young people, will also do our best to mobilise the youth so that they do not listen to false promises, making opportunities for projects, according to the district’s needs,” said Cedinha Crisanto Estevão Mpila, who confessed she knew little about the district of Muecate, where she is set to work.
Likewise, for the district of Malema, Morchido Daudo Momade promised he would work to keep the region ‘the granary of the province’ [of Nampula] in terms of agricultural production, betting on agro-processing. Furthermore, “in terms of assistance, which has been the prerogative of the District Services for Economic Activities and has much to do with assistance to producers, through the extension team, what we are going to do is to re-energise this work”, he concluded.
