Mozambique: Mondlane accuses Chapo of lying about agreements - AIM

Mozambique’s president has said on Thursday that the Southern African Development Community (SADC) has clarified the steps to combat terrorism in Cabo Delgado, adopting multifaceted measures both social and strengthening the Mozambican forces.
“We leave this summit more resolute, stronger and clearer of the concrete steps that we must take to contain the attacks carried out by men who are being used by bosses who live off organised crime,” he said in the closing remarks of the summit of heads of state held in Maputo.
The SADC final communiqué does not refer to the type of response given to the violence in Cabo Delgado – announcing a new extraordinary summit in Mozambique by 20 June – but the president put forward some of the lines of action adopted.
“We have adopted measures aimed at eliminating terrorist actions at their root by strengthening the operational capacity of the Defence and Security Forces (FDS) in combating them, [through] border security and eliminating sources of funding for terrorism and rebuilding destroyed infrastructure,” he said, without further details.
According to Nyusi, a “comprehensive and multifaceted response to the phenomenon of terrorism martyring the Cabo Delgado population” was also agreed upon.
The head of state referred to “measures for greater social inclusion, more employment, more training and education, more investment and provision of humanitarian assistance to normalise the lives of the affected populations.”
“At this meeting, SADC reaffirmed its commitment and its role as a regional leader for the fight against terrorism in Mozambique,” he said while noting that the government will play “a crucial role in conducting all actions” to eradicate the scourge of terrorism.
Nyusi also said that the fight “is not done by closing borders of other bilateral or international support,” and SADC “should coordinate the processes and allow Mozambique to receive support from everyone.
The SADC final communiqué said it had analysed the report of a technical mission that visited Cabo Delgado last month and proposed sending 2,916 troops and military assets to help the country fight armed rebels. Still, nothing was said on the matter yesterday.

Already at the opening of the summit, Nyusi had said, “it is important that greater investment be made in strengthening security translated, among others, in the training and capacity building of the FDS” and also in information sharing.
“We are certain that the commitments of our countries in adopting a set of practical and sustainable measures, which urgently translate into energetic actions, will repel the terrorists,” he added.
“We are aware that the support to be put at our disposal will contribute to the neutralisation of the terrorists and disruption of their supply lines and logistics,” alongside actions to promote development.
Thursday’s meeting in Maputo brought together five heads of state (Mozambique, Botswana, Malawi, South Africa and Zimbabwe) and one representative (Tanzania).

Armed groups have terrorised Cabo Delgado since 2017, with some attacks claimed by the ‘jihadist’ group Islamic State, in a wave of violence that has led to over 2,500 deaths, according to the ACLED conflict registration project, and 714,000 displaced persons, according to the Mozambican government.
