Mozambique considers CPLP defence cooperation “imperative”

The national director of Defence Policy of Mozambique on Tuesday called cooperation in the field of defence and security “imperative” among the countries of the Community of Portuguese Speaking Countries (CPLP), given the asymmetric and diffuse nature of the threats.

“The threats of the globalised world are increasingly asymmetrical and diffuse, and combating them makes cooperation between the member states of the CPLP in the field of defence imperative,” said Omar Saranga.

Speaking at the opening of the 10th Consultative Council of the CPLP Strategic Analysis Centre (CAE), which ends on Wednesday in Maputo, Saranga listed organised crime, terrorism, illegal migration, human trafficking, money laundering and maritime piracy as among the main security challenges for CPLP states.

The threats to state security, he continued, are exacerbated by natural and humanitarian disasters and, more recently, by the impact of the Covid-19 pandemic.

“The current world, as it stands, requires an understanding of conflicts, inside and outside the limits of the military field, and requires a deep debate in search of answers to these new challenges and requires the development of new capacities to fulfil new missions,” Saranga stressed.

Saranga pointed out that the fact that all CPLP countries have maritime borders makes the sharing of defence solutions more urgent.

“The CPLP countries have an enviable geographical peculiarity because they are all lapped by the sea, which is not only a source of wealth, but also of conflicts that require shared solutions,” Saranga said.

In this context, the CPLP CAE should reinforce its role in researching threats to the defence of member states and identifying solutions, Saranga said.

The CPLP member countries are: Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, São Tomé and Príncipe and Timor-Leste.
