Mozambique: Portuguese minister ends visit on behalf of EU with ‘goals met’

Portugal’s foreign minister, Augusto Santos Silva, on Thursday said at the end of a visit to Mozambique that the goals of his political mission on behalf of the European Union (EU) had been achieved.
The visit was in response to Mozambique’s request for aid to end the armed insurgency in northern Cabo Delgado province.
“From the political point of view, all the objectives have been achieved”, i.e. to express “European solidarity” in the face of the humanitarian crisis, to thank the readiness to welcome the political mission and to listen to the Mozambican authorities assess the situation and report on the needs.
Santos Silva said he would report to the EU Foreign Affairs Council at the meeting scheduled for Monday in Brussels, while technical meetings by teleconference between Mozambican and EU teams have been taking place since Tuesday.
“I hope that as soon as possible the programme to strengthen cooperation will be designed, approved and can be implemented,” he said in statements made at Maputo airport before returning to Lisbon.
The EU representative discussed three key areas for support to Mozambique: military training, humanitarian action support to the population and support to the development agency in the north of the country [ADIN].

“These areas were very clearly identified” by Mozambique’s president, Filipe Nyusi on Wednesday.
Nyusi welcomed the willingness of the EU to work with the Mozambican government in the areas of logistics, health and military training, as well as others that the government considers important, said the head of Mozambican diplomacy, Verónica Macamo, at the end of that meeting.
The armed violence in Mozambique’s northern province, where the largest private multinational investment in Africa is taking place, for the exploitation of natural gas, is causing a humanitarian crisis with over 2,000 deaths and 560,000 displaced people, without housing or food, mainly concentrated in the provincial capital, Pemba.
Some of the incursions have been claimed by the jihadist Islamic State group since 2019.
Santos Silva travelled to Mozambique during the six-month period in which Portugal is chairing the rotating presidency of the Council of the EU.
