The National Institute for Disaster Management (INGC) of Mozambique said on Friday (December 18) that around 45,000 families displaced by the armed violence in Cabo Delgado have been relocated to new districts this year.
Most of the families are concentrated in Montepuez, Chiúre and Balama districts, which are considered safe, director for Prevention and Mitigation at the INGC, César Tembe, told a press conference in Maputo after the launch of the United Nations (UN) response plan to the humanitarian crisis in Cabo Delgado.
The authorities have also been assisting displaced groups who preferred to settle in other neighbouring provinces, especially Nampula, Tembe said. “All families that are being resettled have been briefed so that they can report any anomalous situation,” he added.
The humanitarian assistance provided is based on the INGC contingency plan for the 2019-2020 rainy season, a strategy estimated at a total value of 7,400 million meticais (€81 million). The strategy is facing a funding deficit of at least six billion meticais (€65 million), which could be reduced by the UN response plan.
On Friday (08-12), the UN revealed that it needs US$254 million (€207 million) to assist those displaced, including those who have taken refuge in Niassa and Nampula provinces. Among the main emphases in the UN response plan are food security and shelter, budgeted at US$136 million and US$28 million respectively of the total of US$254 million needed.
Armed violence in Cabo Delgado, where Africa’s largest private multinational investment (in natural gas) is going ahead, is causing a humanitarian crisis, with more than 2,000 killed and 560,000 displaced, without adequate food or housing, mainly in the provincial capital, Pemba.
Some of the raids have, since 2019, been claimed by the jihadist Islamic State group.
