Mozambique Elections: Council of State proposes electoral law review and de-politicization

The government decided yesterday that the 2012 academic year for primary and secondary education would begin officially on March 19th and be structured in three terms running through to November.
Council of Ministers spokesman Filimão Suaze said that the first term would run from March 22 to June 11, the second from June 21 to September 3, and the last from September 3 to November 19.
An examination period is scheduled for 25 November to 3 December.
The 2021 Economic and Social Plan, approved last week by the Assembly of the Republic, foresees growth in the education sector, sustained by an increase in school personnel, at all levels of education, and the construction of 1,100 new classrooms for primary education and 13 for secondary.
There are plans to hire 9,769 new teachers for all levels of education, including 9,330 for general education. The 2021 Economic and Social Plan also foresees the distribution of 30,000 new school desks, and about 21,314,250 textbooks.
Other decisions
Tuesday’s cabinet session considered and approved the revision of the decree governing the Water and Sanitation Infrastructure Administration.
“The idea is to adjust the Administration of Water and Sanitation Infrastructure to the legal regime of organisation and operation of public institutes, foundations and funds,” said Filimão Suaze, who is also deputy minister of Justice, Constitutional and Religious Affairs.
The government yesterday also authorised the contracting, by direct award, of Operation Water Mozambique, Lda., to invest and operate water supply systems in Macia and Nuvunguene, in Gaza province; Marromeu and Machanga, in Sofala; Guruè and Morrumbala, in Zambézia; and Chimbonila and Nipepe in Niassa.
The Council of Ministers spokesman said that the concession would increase the number of citizens with drinking water by about 380,000.
“It will also improve the water supply service to the population of the districts covered and enhance the capacity of the State to intervene in more supply infrastructures and to achieve the goals of the Government’s Five-Year Plan and the Sustainable Development Goals,” he added.
The cabinet also appreciated the balance and prospects for the application of measures on the prevention of the new coronavirus and the state of play of administrative acts on promotions, progressions and changes in career occurring in 2020.
