Mozambique: Start-up of Temane gas-fired power plant postponed

On the 16th of November, the Administrative Court of the City of Maputo notified the Ministry of Mineral Resources and Energy, and other interested parties, of the cancellation of the international fuel marking tender launched in June this year for the purposes of choosing the company which will, in the near future, provide the State with mediation and quality control services for fuels commercialised in the country after the end of the contract currently held by the Swiss company SICPA, SA.
Four companies participated in the international tender. After the opening of the technical proposals, one of the participating companies appealed to the court over alleged ineffectiveness.
Bearing in mind that the contract with the current provider of this service ends today, the 30th of November, the executive has decided to take over the marking of fuels while the case is pending.
“We believe that all procedures that were carried out were correct, but the ruling of this will be made by the competent entity, which will decide on the appeal,” the inspector general of the Ministry of Resources Minerals and Energy said regarding the ministry’s appeal. As there is no court’s decision, “the Government has taken responsibility for the marking of fuels, as well as for carrying out the respective inspection, to protect the superior interests of the state”.
The decision obliges the government to mobilise technology, financial and human resources to mark fuels. The inspector of the Ministry of Mineral Resources and Energy guarantees that these conditions will be in place by December 1st.
“Means and human resources actually already exist, because at a given point the process was carried out by human resources who were part of the Government and these will continue to do the job,” the source concluded.
Fuel marking aims to combat its smuggling and ensure quality.
