The Presidency of the Republic of Mozambique has decided to classify as “secret”, until officially disclosed, all travel preparations for the head of state and his wife, both inside and outside the country, on the grounds that they may “imply exceptionally serious consequences for the country, by virtue of leading to situations that may affect the country’s defence conditions, or the high interests of the State in matters of a technical-scientific nature”.
Information on hearings, Council of Ministers sessions and even the processes of appointing and dismissing members of the government is now also classified as secret until officially disclosed, as are preparation for the visits of foreign individuals and the accreditation of ambassadors.
The Annual Program of Activities of the President of the Republic and summaries of State Council and the National Council for Defence and Security sessions have also become state secrets.
Invitations addressed to the President of the Republic and his wife are also now classified as secret until disclosed, as well as the hearing of members of the Government in the Assembly of the Republic, the preparation of the Council of Ministers and the Councils of State and Security, and reports and other relevant information on the activities of central and local government bodies submitted to the head of state.
The summaries of the hearings granted by the President of the Republic, the Council of Ministers and the Advisory Council of the Head of State are now also classified as secret for a period of 10 years.
“Assistance to the Private Residences of the President of the Republic” have also became secret, because “knowledge by unauthorised people [of these matters] can have serious consequences for the country” and may compromise the vital interests of the State, “questioning the realisation of projects and plans or reveal ongoing procedures related to the Security of the State”.
Presentations submitted to the President of the Republic, speeches and reports delivered by the head of state, the marking the election dates, the creation and extinguishing State organs and institutions and even messages of congratulations, thanks and condolences issued or received by the Mozambican statesman are now – until officially disclosed – ‘confidential’ or ‘restricted’.
