Mozambique: Constitutional Council declines to hear appeal on Mondlane's party

The President of the Republic and Commander-in-Chief of the Defence and Security Forces reiterated on Saturday that the main function of the Mozambican police force was to maintain law and order, which only those who observe, respect, and comply and identify with it can successfully do.
Addressing a group of officers promoted to the rank of deputy police commissioner, Filipe Nyusi recalled that, at this stage, the defence and security forces, in particular the Police of the Republic of Mozambique (PRM), have the mission of protecting and defending citizens, in the context of the state of emergency, while ensuring scrupulous compliance with the measures adopted, especially if it was found that many citizens were evading them and so putting their lives and those of others at risk.
“This mission is mandatory, immediate and responsible, so that the non-compliance by citizens with the state of emergency rules does not jeopardise the country’s future,” the president underlined.
As to corruption, Filipe Nyusi warned that it was a “timeless evil”, whose causes, manifestations and damage those being promoted well knew.
“The fight against corruption in the corporation must be natural and permanent, it being unacceptable that a police officer should be corrupt or sympathise with corruption. A corrupt policeman stains the entire organisation. On the other hand, they must be aware that those who fight corruption will be opposed by both the corrupted and the corrupters,” President Nyusi observed.
At Saturday’s ceremony, and within the scope of the organisational improvement of the Police of the Republic of Mozambique and the Armed Forces of Defence of Mozambique (FADM), the President of the Republic promoted to the rank of Deputy Police Commissioner Lourdes Mabunda, Inácio Dina, Assane Nyito, Ania Mussa and João Nhanombe. Captain-of-the-sea-and-war Aníbal Rafael Chefe received the commodore insignia at the FADM.
Commodore Aníbal Rafael will serve as director of the Communications Department at the General Staff of the Armed Forces of Defence of Mozambique (FADM).
Regarding deputies of the Commissioner of Police, Lurdes Mabunda Espada is the Director of Police Doctrine and Ethics in the PRM General Command; Inácio Dina the provincial commander of the PRM in the province of Maputo; Assane Fikir Nyito, the first deputy commander of the Northern Operational Command Post; Ania Jagaje Mussa, the provincial commander of the PRM in Tete; and João Pedro Nhanombe is in charge of the Unit for the Protection of Special Persons (UPAI).
The head of state said that it was expected that their service would contribute to the strength of the police and the army 45 years on from independence and the creation of the PRM.
He welcomed the commitment of the PRM and FADM to the nation’s cause, and for the commitment, courage, bravery and dedication with which they had safeguarded the defence and security of citizens throughout the national territory, stressing that the tranquillity and peace experienced almost all over the country, as well as the successful tackling of kidnapping, were the result of their selfless work.
Regarding the terrorist attacks in some districts of Cabo Delgado and attacks by armed men in the provinces of Manica and Sofala, President Nyusi stressed that they undermined the rule of democratic law and violated citizens’ most basic human rights.
