Mozambique: Over 80,000 Nampula province families need urgent aid in wake of cyclones

On behalf of the Council of Ministers, Her Excellency, Helena Kida, Minister of Justice, presentedthe measures provided for by the State of Emergency decree, being that:
1. Formal and informal markets must operate from 6 am to 5 pm only;
2. The issuing of identification and travel documents is suspended;
3. Public and private institutions must not have more than 20 employees;
4. The rotation of labour, that is, workers must rotate;
5. Funeral ceremonies can have a maximum of 20 participants, who must wear masks regardless of the cause of death;
6. Visitors to hospitals can number a maximum of two;
7. Patients with Covid-19 cannot receive visits;
8. The operation of theatres, cinemas, gymnasiums and closed leisure spaces is forbidden;
9. Bicycle and motorbike taxi services are suspended;
10. All Social Communication Bodies must continue to function;
11. Public transport may not carry more than one third of capacity, on a vehicle-by-vehicle basis;
Her Excellency the Minister of Justice points out that some matters were seen in general and others delegated to the sectors.
Questions from journalists were clarified as follows.
1. Defence and Security Forces (FDS) will, if necessary, be used to ensure compliance with measures during the State of Emergency;
2. Market vendors, since they deal with several people and do not know who may or may not be infected, must wear masks as a preventative measure;
3. Expired documents will be considered valid until 30 June 2020;
4. In relation to prisons, exceptional measures may be taken. The Amnesty Law may eventually be invoked.
The State of Emergency decree was to be published yesterday (02.04.2020).
