The proposal for the Mozambican government’s Five-Year Plan (PQG) 2020-2024 will be submitted to the Assembly of the Republic for consideration and approval within a few days, paving the way for the implementation of major governance priorities and strategic actions over the next five years.
The document, approved yesterday at the 7th session of the Council of Ministers, puts the focus on the adoption of a diversified and competitive economy, which involves identifying productive sectors with the potential to increase income generation and job creation.
Among the highlights, according to the session’s spokesman, Filimão Suaze, are peace, which is still a burning problem; emergencies dictated by natural phenomena such as floods and cyclones; youth employability; the development of agriculture, industrialisation and the rationalisation of the exploitation of natural resources.
Suaze added that the document amalgamates other promises in the ruling party’s electoral manifesto, endorsed in last year’s October elections, including the commitment to creating three million jobs.
Asked about the strategies to achieve this employment goal, the Council of Ministers spokesman told the press that they were contained in the Frelimo election manifesto, which is now being transformed into the five-year plan.
However, he did explain that jobs would be created through the industrialisation of the national economy, improving the approach to agricultural development, self-employment and creating opportunities for young people to learn crafts.
Suaze explained that the creation of the Secretariat of State for Youth and Employment was a response to the job creation goals, specifically for the population group which constitutes the majority in the country.
The Council of Ministers in the same session also approved rules for the organisation and functioning of Administrative Tribunal support services and its representation in the provinces and the city of Maputo.
The cabinet also approved the resolution classifying Mozambique’s towns cities and towns into four tiers on the basis of population growth and the degree of economic, social and cultural development, so as to enable more objective assessments in an effort to help them better adapt to current circumstances.
The classification of districts into three tiers on the same basis was also approved.
