China remains Mozambique’s largest bilateral creditor. In 2018, Mozambique’s owed that country US$2.2 billion, or 39.2 percent of all overseas debt. This figure does not include new loans since negotiated by the government.
The Administrative Tribunal’s (TA) Opinion on the General State Account (CGE) in 2018 reveals the Asian giant as the state that lent the most to Mozambique in that period.
The increase from US$1.9 billion dollars in 2017 to US$2.2 billion dollars in 2018 relates to loans contracted during former president Armando Guebuza’s second term in office. This includes the final 6.7 billion meticais tranche of EXIM Bank of China financing for the construction of the Maputo-Catembe bridge and the Catembe-Belavista-Ponta de Ouro road.
Mozambique’s second largest bilateral creditor is Portugal, to which indebtedness fell from US$640 million in 2017 to US$609 million in 2018.
Japan was Mozambique’s third biggest creditor in 2018, with US$299 million, against US$135 million the previous year.
