Mozambique: Mondlane summoned by the Public Prosecutor's Office with a detention warning

Institutions under the supervision of the Ministry of Transport and Communications (MTC) need to work with a focus on revenue generation in order to become sustainable and less dependent on state budget funds.
This was the recommendation delivered by Minister Janfar Abdulai when he visited the National Maritime Institute (INAMAR) yesterday to take the pulse on the institution’s functioning.
“These institutions were created to generate revenue, and at no time should they be totally dependent on the state,” Abdulai said after a presentation on INAMAR’s material and human resources.
INAMAR is currently undergoing restructuring, which may culminate in part of its competencies being shared with the Ministry of Sea, Inland Waters and Fisheries.
Minister Abdulai explained that the competences and duties to be shared still needed clarification, but assured INAMAR that any changes would not affect the situation of workers, whose rights would be safeguarded.
The National Maritime Institute was created by Decree No. 32/2004 of 18 August, 2004, revised and approved by Resolution 9/2012, of 15 March, and is the regulatory authority for the Navy.
Among its various competencies, INAMAR is responsible for the exercise of maritime authority in maritime, lake and river jurisdictions, as well as the maintenance of maritime security for merchant navy activities.
