Mozambique Elections: Fifty injured during protests in Maputo

The Mozambican government has approved the delimitation of powers of provincial Secretaries of State. Mozambican NGO Centre for Democracy and Development (CDD) reports today.
Each of the above-mentioned Services will be headed by a Director appointed by the government, after consulting the Secretary of State.
The Directors of Provincial Services will integrate with the Council of Provincial Services of Representation of State, which includes the Secretary of State and the Director of the Office of the Secretary of State.
The delimitation of the powers of the Secretary of State does not, however, remove all doubts. For example, it is not clear what type of infrastructure is the responsibility of the Provincial Infrastructure Service. This is because Article 18 (n), number 01, of Law 04∕2019, of 31 May, states that “roads and bridges that correspond to local, provincial and district interest” are part of the powers of the provincial decentralised governance.
