East Timor: Maritime border treaty with Australia ‘historic milestone’

East Timor’s president said on Thursday that he has ordered the publication of a resolution ratifying the permanent maritime border treaty with Australia, considering it to be “a historic milestone”.

It is, he said, a “historical landmark in the delimitation of the territorial sovereignty of East Timor within the scope of its maritime border in the Timor Sea, with neighbouring Australia”, he underlined in a statement made at the Presidential Palace.

He recalled that the final step is up to him “on which depends the entry into force and effectiveness in the Timorese national plan of the ratified treaty”, which also represents the “firm commitment of the East Timor before the international community” and is “an expression of good faith and security in relations between nations and subjects of international law”.

The treaty resulted from a conciliation process between East Timor and Australia that took place between 2016 and 2018 that the two governments signed in March 2018, and subsequently ratified.

An exchange of notes between the heads of government of the two countries is scheduled for 30 August, formalising its entry into force.

Lu-Olo recalled that the special regime for the Greater Sunrise wells will have “a very significant impact on the development of the Timorese nation from the income it expects from the exploitation of the oil and gas resources of which it is the sole sovereign holder”.

However, he notes that “the governance and administration of Greater Sunrise represents a challenge of the utmost importance to the people and state of Timor-Leste”.
