Idai Post-Cyclone Reconstruction Office to rebuild infrastructure damaged in “all other calamities” – A Verdade

The Mozambican government has decided to extend the duties of the post-Cyclone Idai Reconstruction Office to cover areas affected by Cyclone Kenneth and “all other possible disasters” in Mozambique in the near future.

Created on 9 April to supervise post-disaster reconstruction and recovery in areas affected by Cyclone Idai, which in March struck Sofala province and also affected Manica, Tete, Zambézia and Inhambane, the post-Cyclone Idai Reconstruction Office on May 22 had its remit extended to cover the provinces of Cabo Delgado and Nampula, which were hit by Cyclone Kenneth in April.

Moreover, @Verdade has learned that the Council of Ministers decided that this institution, which still needs money to start activities on the ground, will deal with “all other calamities which may occur during its term which, by their very nature, require or imply the evaluation of losses and damages, as well as the elaboration of respective reconstruction programmes”.

@Verdade was informed that the objective is not in any way to limit the competence of the National Institute of Disaster Management [INGC] but rather to take this responsibility away from an institution which is mandated to deal with emergency situations which have increasingly become part of the day to day life of Mozambique.

If it manages to obtain the US$3.2 billion that it has asked the international community for, the Reconstruction Office will not only rebuild the areas directly affected by Cyclones Idai and Kenneth but also rehabilitate other infrastructure damaged in Mozambique’s central and northern provinces in previous rainy seasons.
