Mozambique: NGO says "selective" pardon contravenes constitutional principles

Mozambican head of state Filipe Nyusi has promulgated and sent for publication in the Government Gazette (Boletim da Repubica) the revised laws related to the 2019 general elections.
President Filipe Jacinto Nyusi, promulgated and had the following Laws published:
– Law Revision of Law number 8/2013, of February 27, amended and republished by Law number 12/2014, of April 23, which establishes the framework for the election of the President of the Republic and the deputies of the Assembly of the Republic;
– Law for the Election of Members of the Provincial Assembly and the Provincial Governor;
– Law of Organisation, Functioning of the Executive Body of Decentralized Provincial Governance; and
– The Law Concerning the Protection of the State on the Decentralised Governing Bodies of Provinces and Local Authorities. the President of the Republic and the Members of the Assembly.
“The aforementioned laws were recently approved by the Assembly of the Republic and submitted to the President of the Republic for promulgation, and the Head of State verified that they do not contravene the Basic Law,” the statement said.
General elections in Mozambique are scheduled for October 15.
The amendments to the legislation for decentralisation in Mozambique were implemented following the agreements reached between the president and the main opposition party, the Mozambican National Resistance (Renamo), within the framework of the country’s ongoing peace negotiations.
