Roads and bridges in Tete province were badly affected by last Friday’s floods. Visiting the province on Monday, Minister of Public Works, Housing and Water Resources, João Osvaldo Machatine, reported that 240 km of roads were impassable, with road access to the districts of Mutarara and Doa impossible.
The floods also rendered inoperative up to six water bore-holes operated by Moatize district’s Water Supply and Investment Fund.
But the biggest loss is that of one of the roadway sections on the bridge over the river Rovubué, forcing the indefinite cessation of traffic circulation.
“It is premature to estimate anything, because we are talking about a complex and large structure and we cannot deal with this infrastructure lightly. It is true that a general inspection leads us to conclude that a support element was crushed – only one – but we must go through all the supporting elements along the extension of the bridge and check the beams of the boards themselves. This means that there is a set of inspections which must be carried out to determine the severity of this anomaly, and then we can plan the repairs,” Machatine said.
The Minister of Public Works says that if users of national roads and bridges paid for their use, the state would have the financial resources for periodic repair and maintenance.
“These infrastructures are built and must be maintained, and for them to be maintained it is important that there is the capacity to collect for this purpose. So here is a clear example that the user-pays principle is extremely important,” the minister concluded.
Excluding the repair of the Rovubué river bridge, the government needs 980 million meticais (around US$15.6 million) for rehabilitation work.
