Hidden debts probe sees 11th arrest

Another of the 21 persons officially named suspects [arguidos] in the so-called ‘hidden debts’ case was detained in Maputo yesterday, Notícias reports.

Fabião Salvador Mabunda, a civil construction entrepreneur, is described by the Public Prosecutor’s Office as having allegedly allowed large sums of money originating from these debts to be paid into his company’s bank account, later to be transferred to other defendants in the case.

Mabunda was considered a flight risk by the Public Prosecutor’s Office, which yesterday issued warrant for his arrest, Notícias reports.

Noticias reports that others who have been officially named as suspects are: Gregorio Leão, former director of SISE, State Intelligence Services; António Carlos do Rosário, [former senior SISE official] Chairman of the Board of Directors of Proindicus, Ematum and MAM; Ndambi Guebuza, son of former president Armando Guebuza and described in the process as having received large sums of money; Teófilo Nhangumele, considered a key player in the project that gave rise to the illegal debts; Inês Moiane, former private secretary to President Guebuza; and Bruno Tandane, Sérgio Namburete and Sidónio Sitoe.

Elias Moiane is the only ‘arguido’ to be granted bail so far, in the amount of one million meticais.

Member of the Mozambican parliament and former finance minister Manuel Chang, who has been detained in South Africa since December last year, is another ‘arguido’ in the case.

Mr Chang is expected to return to the Kempton Park Court in Johannesburg today for a court hearing which is to assess two pending extradition requests from the judicial authorities of Mozambique and the United States of America.

Last week, consideration of this matter was postponed for consultations at other levels on whether the two extradition requests should be assessed simultaneously or separately.

If discussion of the matter is not possible today, the hearing could take place on March 11.
