Lawyers formalise request for Chang’s extradition to Mozambique

Lawyers for Manuel Chang have formalised the Mozambican judicial authorities’ request that the former finance minister and deputy of the Assembly of the Republic is extradited to Mozambique.
They have, on the other hand, abandoned the request for bail so that Chang awaits the free trial, concentrating on the extradition pleas made by Mozambique and the United States of America.
The case has since been adjourned to February 5 at the request of the defense lawyers.
However, lawyers may resume bail application if the outcome of extradition requests take longer than expected.
Chang’s request for extradition to Mozambique is made pursuant to a protocol of the Southern African Development Community (SADC).
However, South Africa’s public prosecutor’s office continues to oppose the request for the extradition of Chang to Mozambique.
On February 5, the case will go to a specific court that deals with extradition issues.
South Africa’s Deputy High Commissioner Zacarias Cossa said it would be up to the requested state, in this case South Africa, to consider the two requests.
Cossa explained that evaluating the merits, the request of the Mozambican authorities has a certain relevance, to the extent that the accused has a legal-political background with the Mozambican state.
Chang was arrested on December 29 at the Oliver Thambo International Airport in Johannesburg following an international arrest warrant issued by the US judicial authorities over his alleged involvement in the procurement of hidden debts.
The South African public ministry is also awaiting receipt of the necessary documentation for the request that Chang be extradited to the United States.
