Bernardino Rafael - The General Commander of the Mozambican police
The General Commander of the Mozambican police, Bernardino Rafael, has removed an entire platoon of frontier police from the Ressano Garcia border post, on the frontier between Mozambique and South Africa, on suspicion of corruption and of maltreatment of travellers, particularly tourists.
According to a report in the Maputo daily “Noticias”, Rafael sent the platoon on “compulsory holidays”. They will only return to police duties next year, and will be assigned to different positions
Rafael took this decision two days after two members of the traffic police were suspended from duty in the southern province of Gaza, after they had been caught running an illegal road block.
The police are not allowed to improvise road blocks wherever they like, since these are regarded simply as mechanisms for extorting money from motorists.
Earlier this month Rafael had ordered all police units in the country to avoid “unnecessary inspections” of vehicles during the festive season, stressing that the police should only stop vehicles in cases of extreme need.
Rafael wanted to put an end to predatory behaviour by the traffic police, and to ensure that Mozambicans and foreigners alike reach their destinations as quickly as possible.
The purpose of police operations at this time of year, he stressed, was to guarantee public order and safety at the borders and on the roads. Motorists should not be pulled over and interrogated without good reason, he said.
The traffic police, he warned, should only stop motorists who are breaking the speed limit, or where they have reason to think they have been drinking alcohol.
