“Venancio is our candidate!” the Renamo spokesman said, for whom the stir surrounding the candidacy means that “we are on the right track”.
Around 12 o’clock this Monday the possibility began to circulate of the Renamo head of list in Maputo being rejected by the National Elections Commission (CNE) due to legal imperatives in the new legal electoral system recently approved by the Assembly of the Republic.
The fact is that article 12 (on ‘passive electoral incapacity’) on the election of the holders of the organs of local authorities expressly says in paragraph b, that “citizens who have resigned the previous mandate” are not eligible for municipal organs.” This is evident in the recently published law 7/2018, of 3 August.
For, in 2014, Venâncio Mondlane resigned as a member of the Municipal Assembly of Maputo, as a condition for competing for deputy in the Assembly of the Republic by his party at the time, the Democratic Movement of Mozambique (MDM). Indeed, Venancio Mondlane managed to get elected MP, a position he held for the last four years.
Meanwhile, the understanding that is being widely shared in social networks is that Venâncio Mondlane is covered by the now established impediment, taking into account that he resigned in the previous mandate the position he now wants to resume.
