The Confederation of Mozambican Economic Associations (CTA), the country’s largest employers’ organisation, complained yesterday of excessive bureaucracy surrounding the hiring of foreign workers, saying that this prevented qualified staff from working in the country.
Pedro Baltazar, CTA vice president for labour and social action, said that, furthermore, state institutions responsible for authorising the hiring of labour were demanding documents not provided for in legislation on the matter.
“What is known is that certain state institutions require documents that the law does not foresee,” Baltazar said.
Baltazar said that a certificate from the National Social Security Institute (INSS) and authenticated documents have been requested, contrary to the law.
Excessive bureaucracy in hiring foreign labour opens the way to corrupt practices and is an obstacle to creating a business-friendly environment, the CTA vice president added.
