The Parliamentary Commission on Constitutional Affairs, Human Rights and Legality says it unlawful for a candidate for the presidency of a municipality to run in a municipality other than his or her place of registration.
Parliamentary Commission president Edson Macuácua explains that local power should be exercised by the local authority, as provided by law, and that the recently approved amendment to the constitution points to the territorial element as determining where a citizen can run for the presidency of a municipality.
The Parliamentary Committee on Constitutional Affairs, Human Rights and Legality has already produced an opinion on the electoral package, he adds.
The document, which is being analysed by the Commissions of Public Administration and Local Government, and Constitutional Affairs Human Rights and Legality, will be debated this Thursday and Friday.
Macuácua told Radio Mozambique that the revision of the electoral package would proceed according to plan, taking into account the consensus already reached in the revision of the constitution.
As part of the revision of the electoral package, the specialised commissions this week heard the minister of State Administration and Civil Service, electoral bodies, civil society and extra-parliamentary parties.
