Mozambique: Central bank requires use of POS machines from the national financial system only

The National Social Security Institute (INSS) in 2015 recovered more than 5.6 million meticais (about US$125,000) owed to the social security system by companies in the northern Mozambican province of Nampula.
This money is workers’ social security contributions. It was deducted from workers’ wages but was not then chanelled to the INSS. This theft from workers’ wages by their employers is common in Mozambique, and it means that the workers affected are unable to claim any benefits owing to them.
A Monday press release from the Labour Ministry says the amount recovered is around twice as much as the INSS recovered in Nampula in 2014.
The problem is chronic. According to the press release 1,860 companies in Nampula have not channeled contributions to the INSS. This is 31 per cent of all companies in the province who are registered in the social security system. The total value of the Nampula debts to the INSS stands at 25.2 million meticais.
Recovering the money through the legal system is a slow process. Only two cases, with a total amount owing of slightly more than 822,000 meticais were remitted to the tax courts in 2015.
Benefits and pensions for Nampula workers to a total value of over 110 million meticais were processed last year.
