Mozambique: Mobile phone financial services soar in 2023

Competitors’ technical capacity is to become critical in the awarding of public works contracts, as part of a strategy to ensure quality and compliance with project execution deadlines.
The Ministry of Public Works, Housing and Water Resources is already working on amending the current regulation, which favours the tenderer who offers the lowest cost.
The ministry’s decision includes the establishment of reference prices for each type of project, which will put an end to situations where a tender is launched with certain reference prices but where bids are submitted with amounts outside those established as indicators.
Speaking recently in Moamba district, Maputo province, Minister Joao Machatine explained that this led to the selection of proposals that are cost-effective but ultimately result in poor quality projects or missed deadlines.
Minister Machatine said that the reference prices will force contractors to use their technical capacity as an asset to make their proposals viable, given that, from the financial point of view, there will be no space for significant differences.
Speaking at a meeting with farmers, Minister Machatine expressed disappointment that the state was investing large sums of money in the rehabilitation or construction of public works such as irrigation, dikes, roads and buildings, but in the end received low-quality projects executed by contractors selected on the basis of the “best price” criterion.
He added that, in the case of roads, changes had already been made to award mechanisms, with contractors obliged to grant two or three years of guaranteed functioning, only receiving final payment after this period. In the minister’s view, this obliges contractors to invest more in the quality of the works they undertake, at the risk of never receiving payment in full.
