The Centre for Public Integrity (CIP), a Mozambican non-governmental organisation, has accused the country’s ministry of health of “negligence” and of promoting “impunity” by allowing medical material to expire and end up being incinerated.
The CIP noted that the deputy health minister, Lídia Cardoso, “ordered thousands of outdated materials to be removed and incinerated as soon as possible to gain more warehouse space”.
“The existence of expired and unused products in the Central Medicine Warehouse is a clear indication that the processes of planning and distribution of articles or materials are deficient,” says an analysis released by the CIP on Monday.
The CIP criticised the fact that no “leader” of the ministry of health has been held responsible “for this negligence that caused losses to the state”.
Citing official documents from the health warehouse in Maputo, the organisation said that sterilisation rolls of several sizes, valued at over 13.2 million meticals (€177,800), 50,000 endotracheal tubes (invasive device for ventilation), costing two million meticals (€28,000), and over 348,000 bracelets valued at 1.6 million meticals (€21,500) were deteriorating.
To avoid the repetition of medical material loss due to deterioration, the CIP defends the training and recruitment of qualified human resources to guarantee the “optimisation of processes, avoiding material and financial losses”.
On the other hand, it is necessary to improve the “collection of information on the entry of articles and medical products, updating and management of stock, as well as the monitoring of goods to control quality standards of material and equipment better”.
The CIP also advocates a more effective process for identifying the needs of each health unit.
Lusa tried but was unable to get a reaction from the ministry of health to the accusations of that civil society organisation.
