Our correspondents [CIP Eleições] report cases of attempted ballot stuffing in Nampula, at EPC Eduardo Mondlane in Angoche and in Zambezia, at EPC June 16 in Mopeia, where a member of staff of the polling station [escrutinador] by the name Selma Francisco was reportedly caught with pre-marked ballot papers for Frelimo which were allegedly, about to to be introduced into the ballot box. In the district of Milange, Dachua, a citizen was arrested with more than 6 extra ballot papers. Still in Milange, in Chitambo, another citizen was caught with pre-marked ballot papers in favour of Frelimo.
In general, polling stations opened normally throughout Mozambique. The few problems registered did not paralyse voting for long periods of time.
But voter turnout is mixed.
There are lines with hundreds of voters mainly in Niassa, Nampula, Zambezia and Sofala provinces. In Mecuburi and Nacala, Nampula, queues reach more than 400 voters.
Meanwwhile, in Massinga (Inhambane), Xai-Xai and Bilene (Gaza), Bagamoio (Maputo-City) there were polling stations without voters around 9 a.m., a harbinger of low turnout.
Some voting stations in Beira did not open until 9 a.m., such as voting station 07033-02 at EPC Primeiro de Maio in the Manga neighbourhood, because the ballot box had no lid.
In Niassa province, Mecanhelas, at EPC Satema, Mbolera, Ritande and Mangomera, polling stations had not yet opened by 10 a.m. due to late arrival of voting material.
