A national delegation headed by the Commander-General of the Police of the Republic of Mozambique, Bernardino Rafael, will take part in the meeting of the Southern African Police Command (SARPCCO) in Luanda, capital of Angola today, analysing the defence and security situation in the southern region of the continent.
According to the Angolan news agency Angop, the meeting will examine issues related to the fight against crime, especially violent and cross-border crime.
The Angolan police took over the presidency of the command in May last year at the organisation’s annual general meeting in Arusha, Tanzania.
SARPCCO is a body of the Inter-State Committee for Defence and Security of the Southern African Development Community (SADC) and serves to promote, strengthen and perpetuate cooperation and encourage joint strategies for the management of all forms of cross-border crime with implications at sub-regional level.
The idea of founding a regional umbrella organisation for police corporations in SADC member states came on September 23, 1994, during a meeting of members in Mananga, eSwatini (former Swaziland).
The 1995 Conference of Police Chiefs in Victoria Falls (Zimbabwe) ratified the decisions of eSwatini meeting and decided to create an Inter-Regional Bureau of Interpol and the secretariat of SARPCCO.
On 2 August 1995, the ministers responsible for the protection of the European Union approved the resolutions and recommendations of the project aimed at establishing the Organization and Cooperation of Southern African Police Chiefs.
Eleven countries, namely Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, eSwatini, Tanzania, Zambia and Zimbabwe participated in SARPCCO’s foundation.
