Mozambique Elections | Just In: Court orders recount in all of Matola's polling stations

Although the deadline for parties and citizens lists to submit their lists of candidates was Monday 13 August, the National Elections Commission (Comissao Nacional de Eleicoes, CNE) allowed two more to be accepted Tuesday afternoon. This occurred after the Tuesday morning press conference in which the CNE announced that 18 parties, coalitions and citizens lists were standing and that approval had closed.
The two additions are Partido para o Desenvolvimento de Mocambique (PDM, Mozambique Development Party) and Juntos Pela Cidade (JPC, Together for the City). CNE Spokesperson Paulo Cuinica said that on Tuesday the CNE was still processing them, which is why they were not mentioned at the press conference. Cuinica also noted that citizens lists can submit their candidates lists locally, so some additional ones may still be received in Maputo. Some journalists again pointed to the lack of transparency in not mentioning either point at the press conference, which meant all articles (including in this Bulletin) were wrong. There are now 20 instead of 18 participants in municipal elections.
There has been some suggestion that rules were bent to save JPC, the first and largest of the citizens lists, created by later assassinated journalist Carlos Cardoso, which has always had seats in the Maputo assembly. Also Frelimo may have wanted another list in Maputo in order to split the opposition vote.
