The Bureau de Conteúdo Local (Local Content Bureau) of the Confederation of Economic Associations (CTA) was officially launched during the 20th Edition of the Annual Private Sector Conference (XX CASP), held from 12 to 14 November 2025 in Maputo.
Speaking at the event, Adrian Frey, President of the Bureau de Conteúdo Local and Chairman of MozParks, said: “Local content is the engine of opportunity. It means jobs for our young talent, new business for our national companies, training for our workforce, access to finance for small enterprises, and the construction of vital infrastructure that connects our communities to the economy. Our role is to align these efforts — government, investors, and local companies — so that Mozambique’s growth is shared by all.”

Frey highlighted that Mozambique holds one of Africa’s largest investment pipelines with over USD 100 billion across more than 50 large-scale projects. “If the Government, the anchor investor and CTA align this initiative could directly benefit more than five million people,” he said.
He further emphasized the important role of international investors in advancing local content in Mozambique, referencing examples such as TotalEnergies, which has created over 10,000 community jobs in the north; ExxonMobil, whose MozUP program has become a model for local supplier development; and ENI, which has committed USD 3 billion in local content spending, including opportunities in agriculture for 100,000 people.
“Success is built through partnership,” Frey concluded. “No one can walk this path alone. The Bureau’s purpose is to unite these efforts and ensure that the opportunities created in Mozambique stay in Mozambique.”
Following its launch, the Bureau de Conteúdo Local will begin implementing its operational plan — coordinating programs across the energy, mining, and industrial sectors, supporting supplier development, and tracking measurable results in collaboration with public and private institutions.
