Mozambique: Defence, security spending to increase by 42% in 2024 to €971M

Mozambique´s ministry of economy and finance has delivered the report that detected irregularities in the funds used for the fight against Covid-19 to the Central Office for Combating Corruption (GCCC), a source linked to the process told Lusa on Wednesday.
“Within the framework of inter-institutional collaboration, the report was made available to the GCCC,” the source said, without giving further details.
About 11% of donor money to Mozambique to address Covid-19 in 2020 was used irregularly, the government acknowledged in a report released in May that listed some steps taken to correct the situation.
At stake is about €30 million of the total €285 million in donations used by the Mozambican state in 2020.
“It was found that during the implementation of projects implemented by some of the beneficiary sectors, irregularities were recorded associated with contracting processes, deficiencies in the processes of accountability, irregular payment of per diems of officials and ineligible expenses,” reads the report available on the ministry of finance website.
Almost all the amount in question concerns “payments that did not observe legally-established contracting procedures,” totalling about €28 million for the rehabilitation and construction of toilets in schools and improvements to water supply systems.
Some (not quantified) of the cases have been cleared up, the government said, thanks to procedures unleashed after an audit by the Administrative Court detected the irregularities.
The government promises to sanction those who have not yet regularised the contracting processes.
The donor fund for Mozambique’s response plan to Covid-19 has received contributions from the International Monetary Fund (IMF), African Development Bank (ADB), Islamic Development Bank, World Bank, European Union (EU), United States of America and the Global Fund.
