The Municipal Authorities of Beira will start briefly with the demolition of a group of houses that were built in a disorderly way along the drainage ditches in that city. The mayor Daviz Simango, who announced a few days ago that the measure was being triggered, added that, in this way, no one will complain about the lack of warning.
He pointed out that the outlying districts of Macurungo, Matacuane, Muchatazina, Chota, among others are the ones with the highest rate of disorderly construction, and there are houses that are implanted in the drainage valleys.
Visibly aggrieved by this phenomenon that damages public health and urbanization, Simango went even further to recognize that he would not care until the unpredictable impact of this measure that will result in his low popularity, prioritizing the rescue of the city of Beira.
“We must not tolerate this attitude in which each one builds and does not follow the rules Some have the courage to interrupt the drainage valley and injure the lives of other citizens. We are announcing that we will start soon with the demolitions of all the houses that are found along the drainage ditches, “warned the mayor.
In a first phase, he stressed, the targeted dwellings that they built in the forbidden zones were notified several times to leave the areas and voluntarily destroy the houses.
The president of the Municipality of Beira emphasized that all the citizens who are in this situation knew that they were in a prohibited area, and that communication was established for many years. Some residents have complied with calls for the removal and demolition of their homes in high-risk areas, but others have said they have preferred to ignore calls for attention.
“Civic education has already been done for all citizens, we are now announcing that the phase of this civic process has passed and we want to confront the offenders,” explained Daviz Simango. At the time, he mentioned that construction in drainage ditches presents danger to citizens.
He denounced that most homes constructed irregularly have electricity and piped water, in an attitude that involved the companies Electricidade de Moçambique (EDM) and the Fund for Investment and Assets of Water Supply (FIPAG).
If the same firms did not cooperate in this sense, he emphasized, then the contract with these people in the proliferation of houses and disordered houses would be reduced.
According to the source, such firms should accept the contract with the houses whose construction was legally complied with by the municipal authorities.
“Uncollected people should not be accepted by EDM and FIPAG, and by accepting, the level of vulnerability increases because they are building in the unauthorized areas, but when demolition is carried out these companies will be able to register losses,” Simango lamented.
Citizens are sorrowful
Soon after the announcement of the demolition of houses constructed in places considered improper by the building all residents regretted the implementation of this measure.
They recognized that they had chosen to build in places that were forbidden due to the lack of spaces for the construction of their houses, emphasizing that “if they want to destroy our houses, they will have to build new ones in safe areas.”
They understand that housing is a fundamental human right, arguing that when they learned that their houses had been built in forbidden areas, someone from the municipality itself reassured them that they would not be destroyed.
“We were informed, but some municipality officials said that houses that were not blocking roads would not be destroyed, while others that are on the margin of drainage ditches should continue,” said Fátima Gonçalves, a resident of the Macurungo neighbourhood.
For Adalberto Fonseca, who lives in Matacuane, explained that since some affected have cleaned the ditches no longer have a problem of insecurity. The cleaning sensitized the staff of the municipality, who advised them to continue working to clean the trenches.
“We have our fruit trees here, our children were born here, so they can not now deliberately destroy our homes, and if they do, they will have to compensate us, because we know the laws, no one will force us out of here”, said another resident from the area.
