The Attorney General of the Republic (PGR) of Mozambique announced on Monday, 10, that it was dropping appeals filed against the decision of South African justice organs not to extradite former Mozambican finance minister Manuel Chang to Maputo.

But Fátima Mimbire, from Mozambique’s Budget Monitoring Forum (FMO), says the PGR should give explain its decision in more detail.
On an initial reading, Mimbire says two issues may have been taken into consideration: the high costs involved, and the diminishing chances of success.
On the other hand, she says, the PGR may now be “confident that (South African) Justice Minister Rolad Lmola will decide in Mozambique’s favour” regarding Chang’s extradition.
The decision to drop the appeal coincides with an International Monetary Fund mission to Mozambique, whose agenda, according to the press, includes the resumption of financial support to the country.
Commenting on this coincidence, Mimbire points out that Mozambique is now in a phase where it “must show that it is effectively committed to clarifying, in a transparent, honest and fair manner, the indebtedness that the country has been labouring under since 2016”.
